Controversial is nothing to worry about. It's just that people thing differently about this cartoon. In this example (0-1-0-1-3-0) it's just one person against 4 who think it's good or very good. So your guess is right!
And you don't get in trouble when drawing a cartoon about artists! This could've been a political cartoon that has been rated controversal, too. Don't worry.

I think it has to do with the fact that there were low scores competing with higher scores in each cartoon. The computer probably detects a wide spread response and decides that it is controversial.

Phew! I thought I was going to be banned from the Louvre for life.
